Paramount approves $150,000 contract to help homeless families find permanent housing
PARAMOUNT, CA — Paramount officials approved a new $150,000 agreement with Family Promise of Los Angeles to continue helping families experiencing or at risk of homelessness find stable housing.
According to a city staff report, the nonprofit assessed 28 Paramount families over the past year, provided services to 21, and "permanently housed 10." The proposed agreement would continue funding case management and supportive services for local families through June 30, 2027.
The City Council approved the agreement on a 5-0 vote during its July 14 meeting.
Family Promise has partnered with the city since 2021, working with referrals from both city staff and counselors from the Paramount Unified School District.
Under the proposed agreement, the nonprofit would continue offering services including temporary shelter, move-in assistance, motel stays, transportation, employment readiness, financial literacy education, case management, and rental or mortgage assistance of up to $3,000 per household. The program is expected to serve approximately 15 family households during the 2026-27 fiscal year.
The $150,000 contract would be paid for through the city's federal HOME-ARP allocation, part of a $1.09 million grant awarded by the U.S. Department of Housing and Urban Development in 2022. City officials designated roughly 60% of those funds—about $652,400—for supportive services intended to help qualifying residents avoid or exit homelessness.
Family Promise of Los Angeles is part of the national Family Promise network, which began in New Jersey in the late 1980s as the National Interfaith Hospitality Network. The Los Angeles affiliate partners with congregations and community organizations and, while it now serves a broader region under its current name, was formerly known as Family Promise South Bay. The organization remains based in Torrance, with offices at First Christian Church of Torrance.
If approved, the agreement would take effect July 1, 2026, and run through June 30, 2027.
